Cabinet). On this September 17, by Imperial edict, the Middle Secretarial Office and the Cabinet Office discussed the Library Report from the Ministry of Education .
Ratification By the order of the Emperor, we publish and sell the small printing type medical books, such as the Shang-han Lun. We promised to pay the wages estimated to be more than five thousand guan*, but still we cannot decide which bureau’s money should be spent for this .* 1 guan = 8.26 lb. 5,000 guan = 42,300 lb of Gold .
Our
Ministry
plans
to
borrow
the
money
from
the
proceeds
of
sales
of
books
of
the
Library,
following
the
precedent
cases
of
publishing
the
Buddhist
Tetralogies
and
other
books.
As
this
is
the
Emperor’s
will,
when
the
publishing
is
complete,
we
do
not
plan
to
profit
from
the
sales
and
collect
the
material
costs
and
wages
of
workers.
Nevertheless,
in
case
we
are
unable
to
pay
back
our
debts
in
the
future,
we
beg
the
Imperial
court
to
consider
an
Imperial
gift
to
pay
the
above
amount
of
money.
We
will
wait
respectfully
for
the
order
of
the
Secretary
Office,
after
its
decision
on
this
matter.
The
Ministry
of
Education
wants
to
spend
the
proceeds
from
selling
books,
expecting
the
sales
of
coming
books
in
the
future,
where
10%
of
each
book
covers
interest
and
the
rest
will
be
spent
by
the
order.
